THE BASIC PROCESS FOR NOM‑163
What NOM‑163 covers
It sets energy‑efficiency and CO₂ emission requirements for new light‑duty vehicles with a curb weight ranging from 400 kg to 3,857 kg, covering:
✅ Passenger vehicles / Light‑duty commercial vehicles
✅ Gasoline, diesel and alternative‑fuel vehicles
✅ HEVs, PHEVs, extended‑range electric vehicles and fuel‑cell vehicles
Key Implementation Timeline Official publication date: January 3, 2024 (Official Gazette) Effective date: July 2, 2024 (180 calendar days after publication) Applicable model years: Model years up to 2028 (i.e., model years 2025, 2026 and 2027 shall comply with the new regulation)
Note: The new credit rules and offset mechanisms apply to model years 2025‑2027. Compliance assessment may be performed by PROFEPA or a third‑party UIA.
